Well considering they do not carry out military operations,



None at all.



And as to blackwater, they don't even work for the military in iraq.



They work for the State Department to augument the State Departments own Diplomatic Security Service.

We have the best operatives in the world within our own military, we need not look to people like blackwater that can't handle simple tasks.
Quite simply, no. No matter what they are called they are still mercenaries. Military people are held to higher standards. Blackwater has been recruiting military wannabes for too long. Thanks to the last Clinton, we lost too many military people and bases. mercenaries always end up costing a LOT more .
