If you have previously canceled you order by either e-mail or letter (or phone if the site allows it) then yes under the distance selling regs you can refuse to accept the order .
The delivery man can do what he likes cos they are not your property they belong to the seller. Your order and any obligation to pay for the goods immediately terminated when you sent the cancellation.
Under the DSR you are entitled to a FULL refund including ANY postage to you, and since the goods are still in the sellers possession (- the delivery men are the sellers agents not yours- they dont come into your possession until your receive them) then there aint any return postage. Also under the dsr the seller is NOT allowed to make any deductions whatever for any reason whatever (admin, restocking, anything)

If you HAVENT previously cancelled the order then you must receive them
But under the DSR you can still return them but you MUST notify the seller that you are cancelling the order and returning the goods under the DSR (by e-mail, letter) within 7 days
You are entitled the same refund as before, but you may have to pay return postage (unless the sellers says otherwise )

These are your minimum legal rights under the DSR
No matter WHAT the sellers terms and conditions say. he cannot override them.
