Is there a law in UK regarding what time parcel delivery companies can deliver?

A neighbour moved into our cul-de-sac last year and it became obvious that he worked as a courier for a parcel company. We were getting parcel lorries on a daily basis (excluding Sunday) at around 7.00 a.m. It has almost ceased now as the neighbour goes out of the estate and meets the lorry around the corner.

When there was a delivery the other Saturday morning at around 7.00 a.m. my neighbour phoned the parcel company and was told it was legal to deliver to residential areas after 7.00 a.m.

Does anyone know if this is true?Is there a law in UK regarding what time parcel delivery companies can deliver?
I know royal mail cant deliver 1st or 2nd class letters before 8.30am on Mon to Fri and 8am on Saturday. Is there a law in UK regarding what time parcel delivery companies can deliver?
Sound like they are picking him up for work not delivering parcels to me if it is happening on a daily basis at the exact same time.

There is no law which states a time that it is OK to pick up someone no matter what vehicle they are drivingIs there a law in UK regarding what time parcel delivery companies can deliver?
If he is working from home he needs planning permission for change of use of the property
Parcel companies are a law unto themselves.

I would not believe a word they say - check with your local council on the restrictions.
