First off, there seems to be some confusion from the other answer as well as yourself. Delivery Confirmation does not require a signature for delivery. The other thing is that Delivery Confirmation can not be used on Express Mail. Express Mail does require a signature at delivery unless the sender specifically waives the signature requirement.



Express Mail also can be tracked, end to end. A package with Delivery Confirmation can not always be tracked.



In any event, there is no real answer to your question. You do not know what sort of delivery method is in place in that area. It could be a neighborhood delivery system with the large bank of freestanding delivery boxes, or smaller individual boxes inside a building lobby. It could also be standard procedure to leave packages at an administrative office on site.
